Westminster Releases Draft Transport Plan

Westminster has recently released for public consultation its Local Implementation Plan (LIP), showing how it intends to implement the Mayor of London's transport strategy.

The council shows some signs of finally abandoning car culture. But has it really embraced cycling?

The plan includes a target for the proportion of journeys by Westminster residents made by bicycle. The target is to increase this by one seventh (about 14%) in the period 2010-11 to 2017-18. This is very modest compared with the 97% increase since 2002. The council could well meet its target without doing anything. And the plan does not appear to include any measures specifically to improve cycling conditions.
